Jimmie Silver is a highly accomplished U.S. Army and Gulf War Veteran with a distinguished career spanning over 30 years in law enforcement, military service, and public safety. His career began with active duty in the U.S. Army, where he served in the Gulf War, followed by six years of service in the North Carolina National Guard and Army Reserve, totaling a decade of service. Jimmie’s early career also saw him working as a Correctional Officer at Caledonia Correctional Institution while attending Nash Community College, where he earned an Associate Degree in Criminal Justice. He believes in the importance of higher education and training as fundamental to effective leadership.
Jimmie began his law enforcement career with the Rocky Mount Police Department, where he served as a patrol officer. His work on the department’s Neighborhood Reclamation Team (NRT) provided him with invaluable experience in community policing, focusing on reducing violent crime, the drug epidemic, and gang activity. His role on the NRT highlighted his commitment to working with neighborhoods to find sustainable solutions to community issues.
In 1998, Jimmie transitioned into state law enforcement, first with the North Carolina Division of Motor Vehicles and then with the North Carolina Highway Patrol. He retired as First Sergeant for Edgecombe and Nash Counties after serving in various leadership roles, including Field Sergeant/Supervisor in Greensboro and Headquarters, and Supervisor of the Special Operations Section (SOS). Throughout his career, Jimmie worked extensively with federal grants and budgeting and gained significant experience in incident management, critical incident response, and hazardous material handling. He also supervised the Hazardous Materials Team and served as the Governor’s Designee during major incidents and classified shipments or events.
Jimmie has received over 3,000 hours of training in law enforcement and emergency management, including expertise in Homeland Security, Counterterrorism, Drug Interdiction, and Crisis Management. He has served as a Federal Instructor in Incident Management and participated in critical incident response planning for key facilities, such as the Brunswick Coal Plant, Duke Energy Nuclear Power Plants, and Shearon Harris Nuclear Power Plant. His leadership and training have made him a recognized expert in law enforcement and public safety.
In addition to his law enforcement career, Jimmie has served as a Tribal Administrator, Tribal Councilman, and held leadership roles in the Haliwa-Saponi Tribal community. He is also a committed member of numerous professional organizations, including the NC Trooper Association, the NC State Employees Credit Union Advisory Board, and the American Legion, where he serves as Vice Commander. His military service has earned him numerous awards, including the National Defense Service Medal, Southeast Asia Service Medal with two Bronze Stars, and the Kuwait Liberation Medals from both the Government of Kuwait and Saudi Arabia. His law enforcement career has been equally decorated with commendations for his service to the community and his leadership in crisis situations.
Jimmie is a passionate advocate for public safety and community service, continuing to serve as a North Carolina Training and Standards Instructor and maintaining both state and federal law enforcement instructor certifications. He is committed to fostering leadership and excellence in law enforcement and public safety across North Carolina and beyond.
