VoteThe article summarizes the transition of the position of Executive Director of the State Board of Elections. Kim Strach, Gary Bartlett’s replacement, has family connections that may benefit her in the lawsuit over the controversial voting reforms. The article details the politics of the position, questions the authority of the new director, and gives further insight into the position once held by Mr. Bartlett.

The opinionated article discusses Civitas and their discovery of how many deceased North Carolina voters cast ballots during the early voting process. It also provides Bartlett’s explanation for why these votes were cast and whether there are real implications as a result. Bartlett ensures that it is not voter fraud and details the way registered voters are cross-checked with driver’s license to avoid false information. The article goes on to dismiss Bartlett’s explanation, noting that the election process is too important to deal with these issues in a leisurely fashion.

The podcast is a 12-minute interview with Gary Bartlett in which he recaps his two decades on the Elections Boardss as well as his position on secure elections. Bartlett discusses the way his office went about avoiding voter fraud, the implications of voter fraud and what can be done to ensure accurate vote counts. This source is valuable because it provides insight into an actual interview with Bartlett, the way he answers questions, and what his stance is on current voter issues.

The article contains a video clip of the State Board of Election s meeting, showing Bartlett’s explanation of provisional voters whose votes counted but possibly shouldn’t. It is in opinionated piece discussing the validity of Bartlett’s explanation as well as the way the board values voting as a whole. It provides a contrasting view from Bartlett’s in terms of voting deadlines, voter fraud and how votes should be counted.

The article sufficiently details the National Voter Registration Act, specifically its requirements for voter registration. The article goes on to describe the complications the act may cause in NC as well as whether the state is actually ignoring the law—specifically looking at the sharp fall in voting registration applications. The editorial provides valuable insight into the Voter Registration Act and its implications for NC.

An article written by Gary Bartlett regarding his management of the elections process and his respect for the process. He goes through the value of the voter, the importance of uniformity and equal application, self-audits, professionalism, communication, “fighting the rumor mill,” and the importance of staying current. The article is useful because it serves as an outline of Bartlett’s guiding principles for effective management in office as well as the need for change in office.

7. Sayers, Shoshannah. “SCSJ Opposes Voter Suppression in Federal Court.” Southern Coalition for Social Justice. 11 Jul. 2014. https://www.southerncoalition.org/scsj-opposes-voter-suppression-federal-court/.

The article details the Southern Coalition of Social Justice’s opposition to HB 589 and provides the witnesses that appeared before the court, one of which being Gary Bartlett. The article is useful because it provides details about the current state of NC voting turnout, flexibility in early voting, as well as the benefits and limitations of HB 589.

The article details the party control of the State Board of Elections as well as the replacement of Gary Bartlett, who had been elections director under the past three Democratic governors in NC. The article provides the elections board vote for and against Strach as a replacement, as well as the Democrats position in the new elections board nomination after a change in political parties occurred in the state government.

9. “THE SUPREME COURT OF THE UNITED STATES, Bartlett v. Strickland.” American Bar Association Journal (2008): 2-19.

A syllabus (headnote) released in connection with the Supreme Court case at the time of the opinion. The syllabus does not constitute the opinion of the court but is prepared by the Reporter of Decisions for the convenience of those reading it. The document discusses both sides of the case and summarizes the redistricting plan. Though Bartlett did not have a direct impact on the case, as Executive Director his name was used and the case directly affected districts he represented.
