In the Qing Dynasty, xunfu was the head governor of a province or prefecture. Ch’ing. The central government sent out officers to coordinate and supervise provincial-level agencies as special commissioners, and the term xunfu was used as a prefix followed by the name of the province or other region that defined the jurisdiction, such as Shandong xunfu 山東巡撫 [Touring Pacifier of Shandong]. Nominally, a xunfu had concurrent status as Vice Minister of War and Vice Censor-in-chief in the region, and their actual power depended on specific circumstances.
