Shangshu 尚书 [minister]

Shangshu  is the name of a high-ranking government official in the feudal era of China.

Originally a subordinate official of the Shaofu, who is in charge of documents and the composition of various courtiers. In the Eastern Han Dynasty, the government affairs were under the jurisdiction of Shangshu, and Shangshu became the leader responsible for overseeing all political orders to the monarch. After the Wei and Jin dynasties, he was actually appointed as a prime minister. In the Song Dynasty, he served as both a minister and an official. In this context, Shaohua is referring to Lady Meng. (also referred in Chapter 1)
