Fu was a local administrative division in Yuan Dynasty. In Yuan Dynasty where the story happened, zhongshu sheng 中書省 [central secretariat] was the central administrative office, responsible for all civil administration, and directly control the land in and around the capital, which was called fuli 腹裏[central region]. The territory outside Fuli was under the control of various provincial administrative divisions as xingzhongshu sheng 行中書省 [branch secretariats] (also called xingsheng 行省), and the region in Tibetan was governed by xuanzheng yuan 宣政院 [Bureau of Buddhist and Tibetan Affairs]. Below the level of provinces, the largest political division was dao 道 [circuit], followed by lù (路), fǔ (府), and zhōu (州). These are three kinds of prefecture-like divisions. Under the prefecture-life divisions, the lowest political division was the xiàn 县 [county]. See note 52 in chapter 2 for more information about thelocal administrative agency.
