In Islamabad, Pakistan, in 2019, the government made headlines when it banned plastic bags across the city. Enforcement wasn’t just symbolic—hotels and businesses caught handing out plastic bags were slapped with heavy fines. The move sparked debate, but it also showed something crucial: decisive policy can force change in how societies use plastic.
In Shanghai, the problem isn’t just single-use plastic litter on the streets but how that waste silently fuels climate change. From the oil wells that supply raw materials to the Huangpu River where discarded bottles drift, plastic is entangled with Shanghai’s climate footprint. While coal and cars dominate our mental image of CO2 pollution, plastics—accounting for roughly 3–4% of global greenhouse gas emissions—remain an overlooked culprit.
Without strong policy, Shanghai’s plastic waste will continue to add significantly to greenhouse gas emissions. Following Lahore’s example, a ban on single-use plastics, paired with enforcement and public awareness, could sharply reduce the city’s hidden climate burden.
About 99% of plastic comes from oil and natural gas, so every stage—extraction, refining, and manufacturing—adds carbon to the atmosphere. Shanghai, a major industrial and consumer hub, produces vast amounts of plastic waste each year. China generates nearly 30% of the world’s plastic pollution, with Shanghai alone contributing almost 4% of the global total.
Discarded plastics typically end up in landfills, incinerators, or waterways. Incineration releases toxic fumes and more greenhouse gases, while plastics in rivers break down into microplastics. When these reach the Huangpu River and East China Sea, they disrupt ecosystems—wetlands, mangroves, and coastal zones—that normally store carbon, weakening Shanghai’s natural climate buffers.

Shanghai has introduced ambitious policies to tackle climate change through emissions reduction, plastic waste control, green infrastructure, and regulatory reform. In 2020, the city launched an Action Plan on Strengthening the Management of Plastic Pollution, targeting disposable bags, tableware, delivery packaging, and single-use utensils. Supermarkets, pharmacies, bookstores, and malls had to stop offering free plastic bags, and by 2025, disposable cutlery and tableware in food delivery are expected to drop over 30%.
Bans are only the beginning. The city is piloting take-back programs where retailers and logistics companies collect used packaging, and expanding these could close the loop on e-commerce waste. Simultaneously, cafés and delivery platforms are experimenting with reusable cup deposits, while community groups promote refillable household products, cutting plastics at the source in a city dominated by food delivery.
In an interview, Yue Caixuan of the China Zero Waste Alliance highlighted NGO efforts to reduce takeaway plastics, including campaigns for reusable cups and giving customers the choice to skip utensils. They emphasized that the most effective approach is reducing plastic at the source—redesigning packaging, promoting reusables, and minimizing unnecessary materials—while recycling remains important.
These measures show Shanghai is addressing plastic pollution, industrial emissions, and energy use to reduce both local environmental harm and its climate footprint.

Plastic is often called a “waste problem,” but it’s time we see it as a climate problem—especially in cities like Shanghai, where industrial growth and consumer demand drive plastic consumption at a massive scale. Every plastic bottle, bag, or straw represents fossil fuels extracted, refined, and burned. By addressing plastic waste locally, Shanghai can not only improve its environment but also reduce its contribution to the global climate crisis.
