Begging the question is a logical fallacy. You can find out what it means at wikipedia. It is not synonymous with raising the question. If you use this phrase where you mean raise the question, you are calling attention to your ignorance. Nevertheless, I read many scientific papers that incorrectly use this phrase; they do so at the cost of credibility.
