NOT-OD-25-155: New Application Structure for NIH-Funded International Collaborations

NOT-OD-25-155, released 09/12/2025, provides further guidance on how international collaborations will be structured in NIH applications under their new policy on Foreign Subawards.

For grant applications that include one or more foreign components, NIH will require applicants to respond to a Notice of Funding Opportunity (NOFO) that supports:

  • The new PF5 Activity Code for grants
  • The new UF5 Activity Code for cooperative agreements or another complex mechanism that includes an International Project component type.

NIH continues to support international collaborations. Importantly, foreign components that were not previously supported through subawards or consortium agreements (e.g. foreign consultants or international travel) may still be funded through other activity codes unless otherwise indicated in the NOFO.

NIH has also announced additional resources such FAQs, as well as training on new activity codes and application and application structure are in development. Look for these details to be shared in future updates as they are made available.

For the full policy notice, see NOT-OD-25-155.
