The 2022 competition is now open. The institutional deadline to apply is March 17, 2022.

The Fulbright-Hays Doctoral Dissertation Research Abroad (DDRA) competition provides grants to US institutions from the US Department of Education with funding for individual doctoral fellowships to conduct research in other countries in modern foreign languages and area studies for periods of six to twelve months. This is an annual competition.
