The goals of this study are to assess the state of New York City’s affordable housing stock in terms of its energy efficiency, to identify confounding factors which make upgrading these buildings difficult, and to make recommendations on what can be done to address these problems. A special focus will be placed on identifying equitable strategies that improve the efficiency of affordable housing in a way that benefits both tenants and owners.

The results of this research will be used by Better Buildings New York to advocate for housing policy changes.
